As a member of the Texas Mosquito Control Association (TMCA), I would
like to request your support for House Bill 1530 in this session of the
Texas Legislature. This bill has the full support of the TMCA membership.

The TMCA is a diverse association composed primarily of mosquito control
professionals, academia and equipment providers. The Association promotes
the use of Integrated Mosquito Management (IMM), as well as the safe and
proper use of mosquito control equipment and control agents. The purpose
of mosquito control operations is to protect the public health and well
being, whether from mosquito transmitted disease or the overwhelming
mosquito populations created by natural disasters such as floods or hurricanes.

License fees have increased dramatically over recent years. Current fee
structures have resulted in many municipal programs dropping their licenses
and ceasing operations. Larger county districts have also been negatively
impacted by this increase in operational expenses.

The Texas Department of Agriculture (TDA) is the lead agency for all
pesticide applications within the state of Texas. We therefore feel that
it would be more efficient and appropriate for public health pesticide
applications to come under the direction of TDA.
